The Anfal is acrime against humanity and civilized world and should be
condemned and recognized by UN, EU, USA and by Iraqi federal Republic
 soon
as soon possible.
 
Because the above mentioned Genocide of Anfal-Operations against Kurds
 which
began on 14.04.1986-1988 refers to the systematic extermination against
humanity.
 
 
 
As wellknown the United Nations convened hearings and formulated a
 legal
definition of Genocide as an international crime in times of war and
 peace.
 
Yes, The Baath-Killer regime of Barznais (Kurds) 1983 and Kurds
 1986-1988 on
14.04.1983-1988 was unique. Never before did a state decide to
 exterminate
all people, Animals, ...etc.. including old people, women, and children
without any reservation or examination of the individual case, and
 enact
this murder with the means of State terrorism or power and named " Top
Genocide"said Prof.Dr Moraru and Prof.Spataru.
 
According to Prof. Moraru and Prof. Spataru , *International relation;
Policy 2005*, genocide or the deliberate extermination of one ethnic
 group
in case of Barzanis;Kurds by another colonial regime ore autocratic
 regime
is not new, however new the term might be. Armenia cites the example of
 the
Middle East, who were exterminated in 1915 by the Colonists when they
 burned
their villages, Connecticut, and then shot all of the poeple --
 including
women and children -- who tried to escape .As estimated over tow
 millions
Armenians in 1921 were systematic exteminated by colonial
Ottomen-Turks.There are numerous other instances of genocide,
 especially in
the nineteenth and twentieth centuries: in the nineteenth century, we
 think
of the extermination of the original inhabitants of Ottoman-Kurdistan ,
 more
than one million of Kurds were killed systematically
 between-1909-1921-1940.
 
It is an Anfal Genocide of the Kurdish people in Kurdistan
 1983-1986-1988,
however, that remains for many the most memorable act of genocide in
 recent
history and in memory of the civilized and democratic world.
 
On the basis of its Methodic, systematic,, and technological nature, it
 is
regarded as unique because it was planned, organized and carried out by
 the
power countries in western world and socialist regime(Sovyet Union) in
 their
support to last executed dictator Sadam Husein in a willful, *legal*
 manner,
with the knowledge and collaboration of them.
 
So that the Anfal Genocide of Kurdish People was certainly unique,
 although
it can and must be seen within the context of systematic mass murder in
 the
21th century. There have been many attempts to contextualize the
 Holocaust,
to view it not as some aberation within history, but as an event of the
violence and inhumanity of the 21th century, it remains areal
 systematic war
and extermination against human being in Kurdistan( as organized and
 planned
Genocide against ethnic group of Kurds).
 
Genocide is generally considered one of the worst moral crimes a
 government
(meaning any ruling authority, including that of a guerrilla group, a
 quasi
state, a Soviet, a terrorist organization, or an occupation authority)
 can
commit against its citizens or those it controls. The major reason for
 this
is what the world learned about the Holocaust, the systematic attempt
 of
Iraqi Baath Regime during Anfal Genocide 1983-1988 to kill all and
 every
Barzani;Kurd no matter where found-to destroy Kurds as a group. This
 murder
of between 16000 Barzanis 1983 and over 182.000 Kurds became the
 paradigm
case of genocide and underlies the word's origin. As the world also
 learned
about other genocides, there was an international attempt through the
 United
Nations to make genocide an international crime and to bring its
perpetrators to justice.

The International Tribunal and recognition on Genocide against
 Kurdistan is
the key of the achieving the promise of the Declaration requires
 confronting
long-term threats; it also requires answering the immediate needs of
 today,
which has been cofirming by his excellency Prime Minister Necirvan
 Adries
Barzani on 28.01.08 at International Conference for recognition on
 Genocide
against Kurdistan/Iraq.
 
The nations in your chamber have their differences, yet there are some
 areas
where we can all agree especially in Middle East.
 
When innocent people are in alife of murder and fear, the Declaration
 is not
being upheld.
 
When millions of Childreen, women...etc...strave to death or perish
 from a
mosquito bite, we are not doing our duty and moral principles and
International promises and laws for selfdetermination and human rights
 in
the world.
 
When whole societies are cut from the prosperity of the global
economy..policy...ect..we are all worse off.
 
Changing these underlying conditions is what the Declaration and even
European Criteria call the work of " Larger Freedom"....and it must be
 the
work of every nation in your assembly.
 
UN as agreat institution must work for great purposes ; International
recognition on Genocide against Kurdistan 1983-1988; ?140 for Kirkuk
 ....etc
to free people from tyranny and violence, hunger and disease,
 illiteracy and
ignorance, and poverty and despair.
 
Every member of the United Nations must join our international
 conference
for recognition on Genocide against Kurdistan-Iraq and ?140 fro Kirkuk
 under
Supervision of his excellency President Masud Barzani and his
 excellency
Prime Minister Necirvan Barzani and also for mission of liberation.
 
First, the mission of the United Nations requires liberating people
 from
tyranny and violence.
 
The first article of the Universal Declaration begins, " All human
 beings
are born free and equal in dignity and rights =Selfdetermination ." The
truth is denied by terrorist and extremists who kill the innocent with
 the
aim of imposing their hateful vision on humanity.
 
The followers of this violent ideology are a threat to civilized people
everywhere.
 
Second: The mission of United Nations requires liberating people from
 hunger
and disaese.
 
Article 25 of the Universal Declaration states" Everyone has the right
 to
astandard of living adequate for the health and well-being of himself
 and
his family, including food and clothing and housing and medical care"
 Around
the world, the United Nations is carrying out noble efforts to live up
 to
tehse words.
 
Third, the mission of the United Nations requires liberating people
 from thr
chains of illiteracy and ignorance.Article 26 of the Universal
 Declaration
states " Everyone has the right to education"....etc...
 
The mission of the United Nations requires liberating people from
 poverty
and despair.Article 23 of the Universal Declaration states: " Every one
 has
the right to work, to free choice of employment.......

could bring the international recognition on Genocide against
 Kurdistan-Iraq

where opportunity crosses every border.
 
UN, EU and USA will lead toward this vision where all are created
 equal, and
